The Commissioner General of the Uganda Revenue Authority (URA), John R. Musinguzi, has urged secondary school student leaders to embrace integrity as a guiding principle for both personal and professional excellence.
Speaking to hundreds of student leaders at the annual Prefects’ Summit held at Gayaza High School on Saturday, Musinguzi gave a keynote speech titled “How to Lead Intelligent People with Integrity.” He stressed that integrity is the foundation of strong and effective leadership.
“It is the integrity of the heart that will make you exceptional leaders,” he said, drawing inspiration from the biblical story of David. “It builds trust, earns you the confidence of others, and sets you apart in any environment,” he added.
He applauded Gayaza High School, under the leadership of Headmistress Robinah Katongole Kizito, for its dedication to raising students who are not only strong academically but also morally upright young women who have, over the years, made lasting contributions to Uganda’s development.
Sharing from his own leadership journey, the Commissioner General reflected on his student life at Ntare School in Mbarara City. He served as Secretary of the Scripture Union in O’Level and later as Chairperson of the Union and Deputy Head Prefect in charge of Academics in A Level.
“Back then, I didn’t realize that juggling leadership roles and a demanding science course was preparing me for the complex tasks I face today,” he shared, “I thank God for those experiences. They taught me time management, multitasking, and how to serve with humility, skills that are now essential in my current job.”
Musinguzi challenged the young leaders to take responsibility for their actions, honour their commitments, and master the art of prioritization. “Always focus on what matters most and ensure that you complete your tasks in time. That’s how you become efficient and effective in whatever role you take on,” he said.
He encouraged them to be good stewards of their time, investing it wisely in academics, reading, research, and their passions. “Make your time count. Use it to pursue activities that bring positive returns,” he advised.
Katongole appreciated CG for his unwavering dedication to shaping a new generation of integrity-driven leaders, equipped to lead Uganda toward lasting economic prosperity.
She commended Musinguzi’s visionary leadership of the taxman in its relentless efforts to mobilize revenue, recognizing it as a cornerstone for the country’s sustainable development.
Professor Augustus Nuwagaba, the Deputy Governor of the Bank of Uganda and a multi-awarded economist, agreed with Musinguzi’s message and encouraged the student leaders to be transformational rather than simply reactive.
“As a leader, you need to use practical knowledge to make smart decisions,” he said. “Also, always apply emotional intelligence when dealing with any situation that comes your way.”
Citing the Apostle Paul’s mentorship of Timothy, Musinguzi encouraged students not to let their age limit their impact. “Don’t look down on yourself because you are young. Lead by example, in your speech and conduct with honesty, and love.”
He reminded the students that maintaining integrity opens doors to remarkable opportunities. “I had almost given up on working in government because of my strong stance against corruption. But one day, I received a call from the President, asking me to lead the fight against the very vice I had rejected. If I hadn’t upheld integrity, I doubt I would have been trusted with such a responsibility.”
Musinguzi warned against compromising on ethics, saying a single dishonest act can ruin a lifetime of hard work.
Ms Katongole noted that the Gayaza Prefects’ Summit is held annually to help prepare the next generation of leaders who will guide the country toward social and economic growth and independence.
She shared that Gayaza High School is willing to expand the summit to include even more student leaders from schools across the country, so they can learn from experienced leaders who have gone before them.
The Commissioner General’s message strongly reflected this year’s theme: “Pioneering Exemplary Leadership to Build a Holistic and Value-Driven Generation.
