STEP BY STEP GUIDE ON APPLICATION FOR AN ONTR or NTR REFUND

This process highlights the steps followed for a claimant/taxpayer to apply for a n MDA refund

  1. A person who makes an error in payment of an ONTR tax goes to the URA web portal ura.go.ug and clicks on Get a Refund link
  2. Taxpayer selects Payment made to Ministry, Department or agency (MDAs) and click here to apply
  3. Fills in Taxpayer details mandatory fields include
  • Payment Registration Number – 13 digits (this auto populates the name of the taxpayer name)
  • Email address
  • Trading Center, District, County, Subcounty, Parish and village
  • Mobile number and email address and click next
  1. Under the Refund Details Page, the acknowledgement date, Amount claimed, MDA and Tax head are auto populated however the taxpayer fills in the mandatory fields below
  • Reason for Refund claim (detailed)
  • Name of Bank (must be a commercial bank)
  • Bank Branch
  • Account Number
  • Account holder Name (must be same as the applicant name) and clicks next
  1. Go to the Attachments page
  • Select the type of attachment (erroneous bank slip and correct bank slip) and any other document (letter from MDA if available)
  • Click choose file to attach the document and click upload (the document should reflect under file Name as having been attached)
  • Enter the text Image
  • Click save

The taxpayer will receive an acknowledge receipt with an acknowledgement number.

This process highlights the steps followed for a claimant/taxpayer to apply for an NTR refund

  1. A claimant who makes an error in payment of a NTR tax goes to the URA web portal ura.go.ug and clicks on Get a Refund link
  2. Taxpayer selects Motor vehicle or Driving permit link and click here to apply
  3. Fills in Taxpayer details mandatory fields include
  • Select Refund type Motor vehicle – enter Number plate, driving permit – enter permit number
  • Refund amount
  • Payment Registration Number – 13 digits (this auto populates the name of the taxpayer name)
  • Email address
  • Trading Center, District, County, Subcounty, Parish and village
  • Mobile number and email address and click next
  1. Under the Refund Details Page, Capture the following
  • Reason for Refund claim (detailed)
  • Name of Bank (must be a commercial bank)
  • Bank Branch
  • Account Number
  • Account holder Name (must be same as the applicant name) and clicks next
  1. Go to the Attachments page
  • Select the type of attachment (bank slip or assessment slip)
  • Enter the text Image
  • Click save

Note:

  1. The portal currently has no provision for attachments on the portal. Taxpayer will be required to submit copy of attachments to the nearest URA office or send email to services@ura.go.ug.
  2. For driving permit refunds, a driving permit and mobile number is a must attachment.

This process highlights the steps followed for a claimant/taxpayer to apply for a Stamp duty refund

  1. Before a claimant applies for a stamp duty refund, the client should get a confirmation letter from the respective MDA from which they intended to get a service and did not utilize the stamp duty.
  2. The claimant will then visit the Stamp duty office for cancellation of the Stamp duty instrument or apply online for cancellation of the instrument and attach the letter of confirmation from the MDA. They will then receive a cancellation notice with an assessment number which they will use to request for the refund.
  3. After getting the cancellation notice the claimant will then go to the URA web portal ura.go.ug and clicks on Get a Refund link
  4. Taxpayer selects Motor vehicle or Driving permit link and click here to apply
  5. Fills in Taxpayer details form
  • Select Refund type as Stamp duty
  • Selects Refund For – Use Assessment Number
  1. Under the Refund Details Page, Capture the following
  • Reason for Refund claim (detailed)
  • Name of Bank (must be a commercial bank)
  • Bank Branch
  • Account Number
  • Account holder Name (must be same as the applicant name) and clicks next
  1. Go to the Attachments page
  • Select the type of attachment (bank slip or assessment slip)
  • Enter the text Image
  • Click save

Note:

The portal currently has no provision for attachments on the portal for all NTRs. Taxpayer will be required to submit copy of attachments to the nearest URA office or send email to services@ura.go.ug

  • For NTRs, a mobile number is a must capture at the payment registration
  • A mobile number is a must on all applications
  • Bank account should be in the name as registered on the PRN
  • Attach both the Erroneous/Wrong/Expired PRN and correct PRN
  • Driving permits are a must attachment

ATTACHMENTS FOR CLAIMING AN ONTR & NTR REFUND

ONTR (Ministries Departments Agencies)

A person claiming an ONTR Refund should attach the following:

 

·       Erroneous/Wrong/Expired PRN & Correct PRN

·       NIN for Individuals a must

·       Passport No/Refugee ID/Work Permit No (for Immigrations)

·       TIN/Business Registration Numbers for Companies

·       Bank Account number (for companies it should be under company name)

·       Account holder in the names of the applicant

·       Birth certificate for Minor & ID of parent (NIRA, Immigrations)

·       For Judiciary, attach court documents & confirmation letter from The Judiciary.

·       Letter of administration or meeting minutes in case

 of a deceased

·       Confirmation letter from the MDA 

 

NTR

A person claiming an NTR Refund (Driving permit/Stamp Duty/Motor vehicle) should attach the following:

 

For Driving Permits

·       Erroneous/Wrong PRN & Correct PRN

·       Valid driving license

·       NIN a must (include in the remarks box)

·       Mobile Number (a must)

·       Bank Account number

·       Account holder in the names of the applicant

·       Police Letter for duplicate permits

 

For Motor vehicle

·       Erroneous/Wrong PRN & Correct PRN

·       Motor vehicle Number plate (capture in remarks)

·       TIN for companies and NIN a must for individuals (include in the remarks box)

·       Motor vehicle Transfer application reference number

·       Mobile Number (a must)

·       Account holder in the names of the applicant (for companies, in the name of the company)

·       Bank Account number

 

For Stamp duty Refund

·       Stamp duty cancellation Notice with assessment number

·       Stamp duty certificate with a PRN

·       Mobile Number (a must)

·       Account holder in the names of the applicant

·       Bank Account number

·       Documents in relation to the transaction
