CHELANGAT, THE TAX GURU TO MAN UGANDA’S DOMESTIC REVENUE

The Board of Directors of Uganda Revenue Authority on  1st November, 2021 appointed Chelangat Sarah Muzungyo as the Commissioner Domestic Taxes. According to a letter from the Board Secretary, this appointment took effect on 1st December, 2021.

Chelangat joins URA from Ernst & Young (EY) where she was an associate partner in charge of tax. Prior to her associate partner role, she managed tax at the financial services firm.

Her 20-years’ career in tax has entailed assignments in tax health check reviews, income tax compliance, accounting, tax advisory and restructuring, international tax and transfer pricing assignments and audits.

Chelangat is not new to URA as she served in the same department she now heads as a senior tax auditor. It was at this time of service that she earned a Post Graduate Diploma in Tax Administration (PODITRA).

She has had remarkable performance in the sectors of insurance, oil and gas, telecommunications, manufacturing and consumer services, Non-Governmental Organisations and financial services.

She is a member of the Technical committee on Taxation/Economic Policy at the Institute of Chartered Public Accountants of Uganda (ICPAU), a body that handles tax/budget proposals and lobbies with Ministry of Finance and Parliament of Uganda.

She’s a Certified member of the ICPAU and also an affiliate of the Chartered Institute of Taxation (United Kingdom) where she was awarded an Advanced Diploma in International Tax. She holds a Bachelor’s Degree in Commerce from Makerere University.

Chelangat is trained in leadership and people management from various Universities in South Africa, Ireland; and Netherlands.
