The Uganda Revenue Authority (URA) has officially launched its visionary Corporate Plan for 2025/26 – 2029/30, a strategic blueprint designed to accelerate our nation’s journey towards economic independence. This plan is not just a document; it is our collective compass, guiding us toward a bold target: to grow Uganda’s Tax-to-GDP ratio from its current 13.7% to a robust 20% by 2030. This growth is fundamental to reducing our reliance on external debt, ensuring we can domestically fund the essential public services that form the bedrock of a self-sufficient Uganda.
This ambitious goal demands a new approach. We are shifting our paradigm from being a sole revenue collector to a collaborative partner in national development. At the heart of this new direction is our unwavering commitment to strengthened stakeholder engagement. We recognize that our success is inseparably linked to yours, and a culture of voluntary compliance can only flourish in an environment of trust, transparency, and open dialogue. We are actively lobbying for stronger partnerships with our counterparts in government, the private sector, and with every individual and business that contributes to our nation’s prosperity.
As a tangible expression of this new partnership, URA has rolled out a landmark Tax Waiver on Interest and Penalties – an opportunity to free yourself by clearing your tax arrears due on or before 30th June 2024. If you pay your principal tax in full by 30th June 2026, then all related interest and penalties will be waived automatically upon payment confirmation.
This initiative is a gesture of goodwill extended to our taxpayers to offer a fresh start. We understand that navigating the tax landscape can be challenging, and this waiver is designed to ease historical burdens, allowing taxpayers to regularize their accounts and embark on a new chapter of voluntary compliance. It is an opportunity for all of us to clear the slate as we build a stronger and more equitable tax base together.

The on-going changes and support in the new clearance process for groupage cargo is a prime example of our dedication to simplifying processes and reducing the cost of doing business in Uganda.
