EXEMPT IMPORTATIONS THAT WILL NOT REQUIRE PRE-CLEARANCE APPROVAL FROM THE OFFICE OF THE COMMISSIONER CUSTOMS

Uganda Revenue Authority (URA) informs all taxpayers that in a bid to further improve efficiency by reducing turnaround time, a number of categorized tax exemptions have been included among the items that will no longer require any form of pre-clearance approval by the office of the Commissioner Customs.

In addition to an earlier publication dated May 27, 2025, please see the comprehensive list of items in the link below; https://ura.go.ug/en/import-export/comprehensive-list-of-exempt-importation/ that do not require pre-clearance approval by office of the Commissioner Customs effective February 01, 2026.

For the listed category of goods, the importers and/or Licensed Customs Agents are requested to directly make declarations in ASYCUDA Customs clearance system with supportive documentation to justify the request for tax exemption and have the Customs Document Processing Centre (DPC) validate and process declarations in accordance with the relevant provisions of East African Community Customs Management Act (EACCMA) 2004, as amended and the VAT Act Cap. 349.

Please note that this information has been developed as a guide for reference purposes while clearing through Customs. It does not in any way replace written law or regulations, and therefore should be used in cross reference with relevant legislation.
